Why every government needs a smart city strategy

Isaac H. Sutton, Chairman and CEO of Valo Smart City

For years, the phrase ‘smart city’ sounded futuristic. It conjured images of autonomous vehicles, intelligent buildings, sensors on every street corner and technology quietly managing the rhythm of urban life.

That future is arriving. But perhaps the biggest change is not technological at all. It is economic and political.

Cities around the world are being asked to do more with the infrastructure they already have, while simultaneously preparing for population growth, climate pressures, changing mobility patterns, rising citizen expectations and increasingly constrained public budgets.

The United Nations projects that roughly two-thirds of the world’s population will live in urban areas by 2050. That shift places enormous pressure on transport, energy, water, waste management, public safety and municipal services.

Against that backdrop, smart-city development is no longer primarily a conversation about technology.

It is becoming a conversation about how governments make infrastructure perform better.

Smart Does Not Simply Mean Digital

The International Telecommunication Union defines a smart sustainable city around improving quality of life, the efficiency of urban operations and services, competitiveness and the needs of present and future generations. That distinction matters.

A city does not become smart because it buys sensors.

It becomes smarter when congestion can be understood and reduced; when energy consumption can be measured and optimized; when authorities can respond to infrastructure failures faster; when municipal departments can make decisions using real-time information rather than fragmented historical reports.

Technology is the enabler. The outcome is the objective.

The OECD similarly describes smart cities in terms of citizen well-being, sustainable environments and improved public-service delivery through digital technologies.

This is a far more meaningful definition of the smart-city opportunity—and one that is increasingly relevant to governments everywhere.

The Next Challenge Is Implementation

Governments generally understand what needs to change. The harder questions are practical.

How is infrastructure modernization funded? How are multiple technologies integrated? Who brings the different parties together? How does a city avoid purchasing isolated technology that becomes obsolete or creates another data silo? And, crucially, how does the project continue creating economic and social value after the ribbon-cutting ceremony?

These questions are creating an important new role for private-sector partners.

Companies such as Valo Smart City represent an emerging model in which the private partner is not simply supplying a product. Instead, the objective is to combine capital enablement, technology integration and long-term project execution within a single framework. That is the positioning Valo has developed for government, municipal, infrastructure and public-private projects.

Rather than beginning with technology and searching for somewhere to deploy it, the process begins with the infrastructure problem itself.

What does the city need? What can be improved? What economic value can be created? And what structure can make the project sustainable?

Making Existing Infrastructure Work Harder

Consider something as ordinary as a bus shelter. Traditionally, it might be viewed as a piece of municipal infrastructure with a construction cost and an ongoing maintenance cost. A smart-infrastructure approach asks a different set of questions.

Could that shelter become more energy-efficient? Could it provide passengers with real-time transport information? Could environmental or mobility data be collected from the location? Could digital services improve the commuter experience? Could commercial opportunities such as digital media help offset operating costs?

Suddenly, the asset is no longer simply street furniture. It becomes part of a wider connected urban system. This is the thinking Valo applies to infrastructure: transform static assets into smarter, connected and potentially value-generating ones rather than adding technology simply for technology’s sake.

The Future Will Be Built Through Partnerships

The World Bank’s Global Smart City Partnership Programme itself emphasizes the role of data and technology in integrating urban infrastructure and service delivery through a citizen-centric approach.

That word — integration — may ultimately determine which smart-city initiatives succeed.

No government can reasonably be expected to possess every capability internally.

Urban transformation requires municipalities, technology providers, infrastructure companies, financial institutions, developers, data specialists and investors to work toward common outcomes.

That makes the quality of the partnership just as important as the quality of the technology.

For companies such as Valo, the opportunity is therefore much larger than selling a smart-city platform.

The role is to help make transformation possible.

That means connecting finance with infrastructure, infrastructure with technology, technology with data and data with better decision-making.

From Smart Projects to Smarter Economies

The most successful smart-city initiatives will ultimately be those citizens barely notice.

Traffic moves more efficiently. Resources are used more intelligently. Public infrastructure fails less frequently. Government departments respond faster. Energy is saved. Information becomes easier to access.

And cities become better places in which to live, work, invest and build businesses. This is why smart cities should no longer be treated as experimental technology projects. They are becoming an essential part of economic competitiveness, sustainable development and modern government.

The cities that succeed will not necessarily be those that deploy the most technology. They will be the ones that build the strongest ecosystems around their infrastructure—and choose partners capable of turning ambition into implementation. That is where the next chapter of the smart-city story will be written.
