Disposal Mechanisms
The PFA is committed to ensuring public health by effectively managing and disposing of adulterated food and materials. Adulterated food poses serious risks to consumers, and the PFA has established clear disposal mechanisms to mitigate these risks.
When food items are found to be adulterated during inspections, the first step is to identify and segregate these products from compliant goods. This process involves rigorous testing and assessment to determine the extent of contamination or adulteration. Once identified, the products are quarantined to prevent their sale or distribution.
The PFA employs several disposal methods to handle adulterated food safely:
Destruction: In cases where food items are deemed unsafe, they are destroyed in a manner that minimizes environmental impact. This could involve incineration or deep burial, ensuring that the food cannot re-enter the supply chain.
Rendering: Some food items, particularly animal by-products, may be sent to rendering facilities where they can be processed safely and converted into usable materials, such as animal feed or biofuel, if deemed appropriate.
Recycling and Recovery: For certain types of adulterated materials, especially packaging, recycling may be an option. The PFA collaborates with waste management authorities to ensure that recyclable materials are processed according to safety regulations.
Public Awareness: Alongside physical disposal methods, the PFA emphasizes educating the public about the dangers of adulterated food. By raising awareness, the authority aims to reduce the demand for unsafe food products.
Performance Overview
Since 2017, PFA has carried out inspection of 3,148,630 food points and units across the Punjab province. As many as 33,535 units were shut down and fines of Rs. 2.947848 billion were imposed on 316,557 units. PFA got registered 3,551 cases against those involved in food fraud.
As many as 65,557 samples of market supplies were sent to laboratories for testing. In terms of disposal, food safety teams eliminated 9,805,000 liters of adulterated milk, 1,194,000 kilograms of substandard meat, and 500,000 liters of counterfeit soft drinks.
Additionally, 560,000 liters of contaminated water, 345,000 kilograms of counterfeit spices, 280,000 liters of substandard oil, and 131,000 kilograms of defective lentils were disposed of, with millions of kilograms of raw materials seized.
Challenges & The Road Ahead
Despite the commendable progress, the Punjab Food Authority faces several challenges. One of the primary hurdles is the cultural perception of food safety, particularly among small vendors who may resist compliance due to lack of resources or awareness. Additionally, there are logistical challenges in monitoring a vast number of food establishments spread across urban and rural areas.
However, under Javed’s leadership, the PFA is committed to overcoming these challenges. “We understand that changing mindsets takes time,” he remarks. “We are dedicated to engaging with the community and providing support to help them meet our standards.”
The PFA aims to enhance its regulatory framework further and expand its reach. Plans are underway to introduce more robust training programs, increase public engagement through interactive campaigns, and strengthen its technological capabilities. The PFA is also exploring the integration of food safety practices within educational curricula to instill a culture of safety from an early age.
