UAE Seat Belt Rules and Fines: What Drivers and Passengers Must Know in 2025

Key requirements, child safety regulations, age and height limits, and penalties explained

Dubai: Seat belts remain one of the most effective life-saving tools on the road — yet thousands of motorists and passengers in the UAE continue to ignore them. As authorities intensify enforcement, residents are being urged to understand and comply with the UAE’s updated seat belt laws, especially regulations concerning children’s safety.

Children in Front Seats: Thousands of Violations Recorded

Sharjah Police recorded 3,802 violations in 2024 for allowing children aged 10 years or younger or shorter than 145cm to sit in the front passenger seat — a practice strictly banned under UAE traffic law.

Sharjah reported the highest number of cases at 2,600, followed by:

  • Ajman: 896
  • Abu Dhabi: 161
  • Dubai: 118
  • Fujairah: 14
  • Ras Al Khaimah: 7
  • Umm Al Quwain: 6

Why Car Seats Are Critical for Children

In a collision, unrestrained children face a dramatically higher risk of serious injury.

  • A rear-impact crash can eject a baby from a caregiver’s arms.
  • A front-impact crash with an airbag deployed can be fatal for infants placed in the front seat.

Child car seats provide essential protection by absorbing crash forces, shielding the spine and vital organs, and preventing the child from being thrown forward.

According to the US National Highway Traffic Safety Administration (NHTSA):

  • Lap-and-shoulder seat belts cut front-seat deaths in passenger cars by 45%
  • They reduce moderate-to-critical injuries by 50%
  • In light trucks, deaths are reduced by 60%

How a Seat Belt Protects You

Seat belts distribute crash forces across the strongest parts of the body. Safety experts highlight:

  • The lap belt must sit firmly on the hips
  • The shoulder belt should cross the chest, not the neck
  • A loose belt offers minimal protection
  • No two people should ever share a single seat belt

Is Wearing a Seat Belt Mandatory in the UAE?

Yes — everyone in the vehicle, including rear-seat passengers, is required by law to wear a seat belt.
Pregnant women are also strongly advised to buckle up for their safety and their baby’s.

Child Safety Requirements

Under UAE law:

  • Children under 4 years must sit in an appropriate car seat
  • Children under 10 years must ride in the back seat
  • Front-seat passengers must be at least 145cm tall

Fines and Penalties

The UAE enforces strict penalties for violations:

  • Dh400 fine + 4 black points if any passenger is not wearing a seat belt
  • Dh400 fine + 4 black points for failing to secure a child under four in a car seat
  • Children under 10 or less than 145cm tall cannot sit in the front seat

AI Smart Radars Now Monitoring Seat Belt Violations

Dubai Police has deployed advanced AI-powered radars capable of detecting seat belt offences, mobile phone use, and unsafe lane changes — even at night. These systems can differentiate between clothing and an actual seat belt, improving accuracy and enforcement.
