RAK Executive Council issues decision on impoundment of vehicles

Under the directives of Sheikh Mohammed Bin Saud Bin Saqr Al Qasimi, Crown Prince of Ras Al Khaimah and Chairman of the Executive Council, Major General Ali Abdullah Bin Alwan, Commander-in-Chief of Ras Al Khaimah Police, announced the provisions of the Executive Council’s decision with respect to issuing the executive regulations of Law No. (10) on the impoundment of vehicles and ways of dealing with them in line with the Federal Law No. (21) for 1995 for safe movement on roads using the modern traffic systems.
Under the new decision, which will take effect from March 1, some wrong traffic behaviours by some drivers and vehicle owners will be brought under control by tightening the penalties imposed on offenders with the aim of Ministry of Interior’s strategy of safe transportation.
The most important violations include participation in a motorcade without permission where the vehicle will be impounded for 15 to 120 days and a fine of Dhs1,000 to Dhs10,000 will be paid for releasing the vehicle.
Participation in road races without number plates or with fake numbers will cause the vehicle to be impounded for 120 days and a fine of Dhs20,000 will be paid for releasing it.
Making changes to a motor vehicle including a motorcycle to increase speed or make noise will cause the vehicle to be impounded for 60 days and a fine of Dhs5,000 will be paid for releasing it.
Driving a motor vehicle in a way that causes damage to the environment and tourist areas will cause the vehicle to be impounded for 30 days and a fine of Dhs3,000 will be paid for releasing it. However, in case of repeated violation within a year from the last fine, the vehicle will be impounded for 60 days and a fine of Dhs6,000 will be paid for releasing it.
Riding a recreational bike on carriageway or shoulder in a way that poses a danger to people or causes inconvenience to them will cause the bike to be impounded for 90 days and a fine of Dhs3,000 will be paid for releasing it. However, in case of repeated violation, within a year from the last fine, the bike will be impounded for 120 days and a fine of Dhs6,000 will be paid for releasing it.
Participation in road races without prior permit from the police will cause the vehicle to be impounded for 90 days and a fine of Dhs10,000 will be paid for releasing it.  Showing off with a vehicle in sand, coastal and tourist areas in a way that poses a danger to others’ lives and property will cause the vehicle to be impounded for 120 days and a fine of Dhs10,000 will be paid for releasing it.
The executive regulations also included articles related to vehicles abandoned in public and private places and roads, vehicles offered for sale in places not designated for this purpose and vehicles for transporting water in violation of the emirate’s rules and regulations.
Bin Alwan emphasized that Ras Al Khaimah Police had completed their preparations to implement the new amended executive regulations by enhancing motorists’ awareness on Ras Al Khaimah Police’s and urging motorists to abide by the traffic law for the ultimate end of making roads safer.
